MOU Signed with Vietnam’s “Vietnam Low Altitude Economy Partnership (LAEP)” — Deepening Ties in the Japan-Vietnam Drone Industry to Co-Create a Prosperous Future —
On December 15, 2025, as we reached the middle of December, the Japan UAS Industrial Development Association (JUIDA) signed a Memorandum of Understanding (MOU) with the newly established Vietnamese drone industry organization, the “Vietnam Low Altitude Economy Partnership” (LAEP), aimed at the development of the drone (unmanned aircraft) and next-generation mobility industries.
While the previous day saw cold rain and the biting chill of winter, the day of the signing ceremony dawned with a clear, cloudless blue sky, as if to bless the new beginning for both organizations. The office of FPT Japan Holdings in Tokyo, bathed in warm sunlight streaming through the windows, became the perfect setting for a “signing ceremony,” filled with a wonderful atmosphere where harmony met enthusiasm.
The catalyst for this partnership dates back to October of this year, when executives from the FPT Group—Vietnam’s largest IT company, which serves as the secretariat for LAEP—visited JUIDA. Through the exchange of opinions at that time, momentum for collaboration with JUIDA grew rapidly among FPT headquarters and the founding members of LAEP, leading to this auspicious day with remarkable speed in just two months.
At the ceremony, Dr. Shinji Suzuki, President of JUIDA, and Mr. Nguyen Van Khoa, Chairman of LAEP and CEO of FPT Group, signed the agreement and exchanged a firm handshake.
The purpose of this MOU is for both parties to mutually cooperate in building a robust ecosystem for the drone industry in both Japan and Vietnam. Specifically, this MOU identifies the following broad areas for cooperation:
- Information and Opinion Exchange: Working together to share knowledge that contributes to the development of the Low Altitude Economy in Vietnam, including drone-related market trends, laws and regulations, and safety operations.
- Support for Interaction Among Member Companies: A commitment to supporting the creation of opportunities for member companies of both organizations to interact widely across borders.
- Cooperation in Education and Human Resource Development: Leveraging the technical expertise cultivated in Japan, both parties will collaborate on disseminating accurate knowledge and education regarding drones, and on developing the human resources who will lead the next generation of the industry.
In the dialogue following the signing ceremony, the enthusiasm of the Vietnamese side to accelerate national development through the establishment of a Low Altitude Economy overlapped with JUIDA’s stance of responding to that passion by sharing its experience. This MOU signing serves as a significant “guidepost” for the drone industries of Japan and Vietnam to join hands and create new value together.
Looking ahead, it is hoped that this MOU will serve as a foundation for more active actions by the drone industries of both Japan and Vietnam. JUIDA intends to carefully nurture this new bond and powerfully back up its members so that they can flourish in the new field of Vietnam. With an outlook as bright and clear as the sky after the rain, we are committed to contributing to the industrial development of both nations.
